Clayton Doherty

Linear Projects' Principal is Clayton Doherty, MLA, an Environmental and Regulatory Coordinator with over 24 years experience working with new electric power transmission lines and substations.  Mr. Doherty graduated from the University of Georgia with a Bachelor's Degree in English and a Masters Degree in Landscape Architecture.  Mr. Doherty's graduate studies were concentrated in land use analysis and historic preservation.

Mr. Doherty specializes in a GIS-based routing practice using ESRI ArcGIS and the EPRI/GTC Overhead Electric Transmission Line Siting Methodology (2006).  Mr. Doherty has been responsible for routing more than sixty new electric power transmission lines and for siting more than ninety new transmission and distribution substations, most of which which serve Georgia's Electric Membership Cooperatives (EMCs).  Mr. Doherty has also worked on siting issues for dozens of transmission line relocation projects, substation advanced land purchases, and substation modification projects.  Mr. Doherty has also assisted with the site work for a new distribution EMC operating headquarters and a new state-wide EMC training center serving cooperatives in the State of Georgia.

Mr. Doherty has prepared more than one hundred fifty successful environmental assessments, environmental reports, and project descriptions required under 7 CFR Part 1794, the Environmental Policies and Procedures for USDA Rural Utilities Service.  Mr. Doherty has also provided siting documentation support and Public Service Commission expert witness testimony for a new 354 kV transmission line project for LG&E-KU, and prepared a Department of the Army Environmental Assessment for granting a new transmission line easement across Ft. Knox Military Reservation.  Mr. Doherty has also served as an expert witness in numerous land condemnation cases. 

In addition to project siting and National Environmental Policy Act (NEPA) documentation, Mr. Doherty has worked extensively in wetlands permitting under Section 404 of the Clean Water Act, Section 10 permitting for transmission and distribution utility crossings at navigable waters, SHPO coordination and preparing Advisory Council agreement documents under the National Historic Preservation Act, preparing pre-acquisition environmental site assessments (due diligence audits), and working with federal and state resource agencies to resolve project issues under the Endangered Species Act.
